participants of 9.7%! For Minimum Risk it's only 2.8%! This is amazing considering that the national average is 43%. This bill was meant to reduce recidivism, this data proves it's done its job.

- in 2023 the FSA recidivism rate was 12.7% and now it is 9.7%
