Mayor perception is reality. I live in the City. Iโve reported to 311 many times the illegal dumping under our bypasses by the homeless (Iโd just like garbage cleaned up). Youโve set rules up for tent cityโs you donโt enforce. They are on sidewalks and w/in 10 ft of right of ways
