It meant a minor inconvenience to yourself whereas parking in the road would have been a major inconvenience to him.

There were over 150 amendments tabled to the GRA because it's a very badly drafted piece of legislation that fails to ensure the safety of women.
Scotgov spent 6 years talking to people they agreed with and ignoring those who warned them of the pitfalls. Hence the bill's failure

I've spent half my life in tenement flats and yes, they're practical and handsome. They give good housing density and the 12 or 14ft ceilings make for light and airy rooms.
I take my hat off to the Victorians who built them in huge numbers in our Scottish cities.

I think I see how this works.
A group makes endless complaints against individual X. Nothing is illegal but recorded nonetheless.
Eventually something sticks and the individual ends up in court where the prosecution points out that individual X has a history of saying "things".
