There were over 150 amendments tabled to the GRA because it's a very badly drafted piece of legislation that fails to ensure the safety of women.
Scotgov spent 6 years talking to people they agreed with and ignoring those who warned them of the pitfalls. Hence the bill's failure

I think I see how this works.
A group makes endless complaints against individual X. Nothing is illegal but recorded nonetheless.
Eventually something sticks and the individual ends up in court where the prosecution points out that individual X has a history of saying "things".
